EDB signs mandate agreement to build and operate hospitals in two Kazakh cities

The Almaty-headquartered Eurasian Development Bank (EDB) and RenEll have signed a mandate agreement to construct and operate general hospitals in two Kazakh cities, starting with the city of Kokshetau, the bank said on April 21. The second city will be identified before the end of June.

The 630-bed general hospital in Kokshetau is scheduled to launch by end-2023. The hospital will be equipped with cardiology, neurology, oncology, obstetric and other departments.

Projects to construct and operate general hospitals in Kazakhstan are part of the State Programme for Healthcare Development for 2020-2025 and are expected to have a “significant” socioeconomic impact on the country.

Turkey’s Ronesans Holding, one of RenEll’s partners, has experience in building large medical facilities. The hospitals built by Ronesans Holding in Turkey have 9,500 beds, accounting for 32% of the bed capacity in all PPP-built hospitals. These hospitals also meet high standards of medical care.

“In February 2021, the EDB and RenEll signed a memorandum of understanding and cooperation to implement seven projects to construct and operate general hospitals in Kazakhstan. The mandate agreement authorises the EDB to arrange funding for the projects, and we are starting to work, including on finding the sources of finance,” said Amangeldy Issenov, deputy chairman of the EDB management board.

The EDB is an international financial institution promoting integration and development in its member countries – Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan. The EDB's charter capital amounts to $7bn. 

RenEll is a private company established to implement the construction and operation of general hospitals in Kokshetau, Aktobe, Atyrau, Taraz, Pavlodar, and Karaganda based on public-private partnership arrangements.
