Indian Prime Minister Narendra Modi called for unified efforts against terrorism at the 16th BRICS Summit, stressing the need for member states to avoid "double standards" when tackling this global threat. Modi emphasised that combating terrorism and its financing requires collective, unwavering support from all nations, and highlighted the importance of preventing youth radicalisation across the bloc, Indian state owned DD News reported.

The Indian Prime Minister also advocated for advancing discussions on the Comprehensive Convention on International Terrorism at the United Nations. Addressing new technological risks, he underscored the necessity for international regulations on cybersecurity and artificial intelligence. Modi's remarks came as the summit unfolded amid geopolitical tensions, following China's move in June 2023 to block a UN proposal aimed at designating Sajid Mir—a terrorist linked to the 2008 Mumbai attacks and based in Pakistan—as a "global terrorist."

Reform of global institutions was a recurring theme in Modi's address. He insisted that the BRICS should not be perceived as seeking to replace established global structures but rather as a force for reform. He pressed for timely progress on changes within entities like the UN Security Council, multilateral development banks, and the World Trade Organization.

Highlighting the needs of the Global South, Modi reiterated India's efforts during its G20 Presidency to amplify these voices and supported the integration of African nations into the BRICS framework. Amid growing global challenges, including conflicts, economic instability, climate change, and inflation, Modi emphasised the importance of ensuring security in food, energy, health, and water. He maintained that BRICS could play a pivotal role in addressing these priorities, especially as new threats like cyber disinformation emerge.

Despite these challenges, he reaffirmed the bloc's commitment to a people-centric approach and stated that the organisation remains open to new members, provided that all founding nations reach a consensus on such decisions. Concluding his address, Modi praised Russia's leadership of the BRICS and extended a warm welcome to new member states. He expressed appreciation to Russian President Vladimir Putin for his effective organisation of the summit, which he described as a success for the BRICS alliance. 

By underlining the pressing need for global reform and cooperation, Modi set a decisive tone for the summit, emphasising that BRICS’ unity should serve as a model for tackling global issues, from terrorism to technological challenges.
