Ukrainian President Volodymyr Zelenskiy is preparing to unveil a "victory plan" to US President Joe Biden next week, which reportedly includes an invitation for Ukraine to join NATO and a commitment from the United States for continuous deliveries of advanced weaponry.
According to Bloomberg, citing informed sources, the plan also outlines a clear path to Ukraine's membership in the EU and proposes other economic and security agreements. Zelenskiy is expected to present a detailed version of the plan during a meeting with Biden in Washington on 26 September. In addition, he intends to brief US presidential candidates, including Vice President Kamala Harris and former President Donald Trump, on the initiative.
Zelenskiy has previously indicated that the plan consists of four key points aimed at strengthening Ukraine’s defence capabilities, along with a "plus one" component that addresses post-war needs. The Ukrainian president has made it clear that the plan is designed to prompt critical decisions between October and December 2024.
In a comment posted on X, journalist Leonid Ragozin noted, "Zelenskiy said today that there is no plan B because Ukraine is already on plan B—the 'victory plan' he is trying to sell to the Biden administration now." Ragozin speculated that the West may view the plan as unrealistic and could potentially initiate talks with Russia, suggesting that negotiations may already be underway.
Ragozin further commented on the urgency of ending the war by the end of the year, citing Ukraine's need to avoid a winter without adequate heating in Soviet-era high-rise buildings. He also highlighted the fragility of the Ukrainian frontlines, noting the impending collapse of defences in the western Donetsk region, where Russian forces are reportedly making significant advances.
"The sooner the war ends, the better for Ukraine," Ragozin concluded, warning that the terms of a potential settlement could worsen in the coming months. Zelenskiy has stated that he intends to end the war this year.
