Vietnam Prime Minister Pham Minh Chinh, in his address at the expanded BRICS Summit in Kazan, Russia, called for a comprehensive, people-centred approach to tackling global challenges, as reported by Vietnam News.

He pointed to climate change, resource depletion, and geopolitical instability as unprecedented issues facing the world today, stressing that multilateralism, global solidarity, and a rules-based international order are essential to achieving lasting peace, cooperation, and development. Chinh proposed five strategic connections to contribute to BRICS' global efforts.

First, he called for resource connections, focusing on adapting to climate change and fostering green, digital, and circular economies while ensuring food, energy, and information security. Infrastructure connections was his second proposal, urging the expansion of traditional infrastructure to include digital networks and data sharing to boost the global digital economy.

Third, he emphasised supply chain connections to drive new economic growth and development opportunities through science, technology, and innovation. People connections was his fourth proposal, aimed at promoting "unity in diversity" through cultural, educational, and tourism exchanges. 

Finally, Chinh called for governance connections, advocating for reforms to global governance mechanisms to enhance linkages, digitalisation, balance, efficiency, equality, and inclusivity.

He also encouraged BRICS to play an active role in shaping global rules and standards in emerging industries and urged opposition to protectionism and the politicisation of trade relations. 

Reiterating Vietnam’s commitment to a people-centred approach, Chinh emphasised social welfare, environmental protection, and Vietnam’s foreign policy of independence, self-reliance, multilateralism, and diversified relations. He also stressed the importance of Vietnam’s "four no's" defence policy.
