Ukraine completes corruption investigation into Ukraine’s “big fish” Roman Nasirov

The investigations into the former head of the State Fiscal Service of Ukraine and President Petro Poroshenko's right hand man, Roman Nasirov, for corruption are over and a court ruling is expected in August. 

The Specialized Anti-Corruption Prosecutor's Office (SAPO) has also informed Nasirov's alleged accomplice, department head of the State Fiscal Service Volodymyr Novikov, that he is under suspicion on similar charges after the completion of the pre-trial investigation.

"After the pretrial inquiry in the criminal case against citizen of Ukraine and Britain – head of the State Fiscal Service of Ukraine Nasirov – and department head of the State Fiscal Service of Ukraine Novikov have been notified of the change of suspicion, the completion of the pretrial inquiry and making the materials of the criminal case available for study under Article 290 of the Criminal Procedure Code of Ukraine," SAPO said on its Facebook page on Friday, reported Interfax.

The original indictment was brought by the National Anti-Corruption Bureau of Ukraine (NABU) not SAPO. This may be bad news, because while NABU is considered to be independent, the Prosecutor General’s office is seen under the control of the presidential administration.

SAPO said Nasirov is charged with abuse of power and office (Article 364 of the Criminal Code of Ukraine) and is also suspected of forgery in office (Article 366 of the Criminal Code of Ukraine) connected to a series of payments in instalments, after he informed the Finance Ministry of Ukraine that his agency does not have payments in installments expanding beyond one fiscal year. The permits to pay in installments were made to Nadra Geocenter LLC, Khas firm LLC and Karpatnadrainvest LLC, according to Interfax.

NABU also confirmed that the inquiry into the role of the head of the State Fiscal Service in this "gas case" has been completed.

The case will now proceed to court and a decision is expected by August 5.
