The Gianyar Regency Government of Bali officially closed PARQ Ubud, also referred to as "The Russian Village," on January 20 for breaching local regulations, Jakarta Globe reported.

Located on Jalan Sriwedari in Tegallalang, Ubud, the facility—a mixed-use apartment complex with a co-working space, restaurant and café—was found to lack key permits and violate zoning rules. The name Russian Village was given to the area following an influx of Russian nationals in recent years; a trend seen repeated across East and Southeast Asia with many Russians moving to the region following the invasion of Ukraine in early 2022.

The closure followed multiple warnings and meetings between the Gianyar government and PARQ Ubud’s management on May 30 and November 1, 2024, regarding the building’s permit issues. Despite these efforts, the establishment failed to meet regulatory requirements.

Authorities cited breaches of Gianyar Regional Regulation No. 15 of 2015 on Public Order and Community Tranquility and Regional Regulation No. 2 of 2022 on Risk-Based Licencing. Specific infractions included the absence of essential permits such as the Building Construction Approval (PBG) and the Building Function Certificate (SLF), along with non-compliance with zoning and environmental standards.

Gianyar Regent issued an official closure order, and legal procedures were followed meticulously, according to I Ketut Pasek Lanang Sadia, a representative of the Gianyar Regency Secretariat.

A video capturing public order officers (Satpol PP) sealing the property has gone viral on social media, showing disruptions during the operation. Local authorities remain firm that the closure ensures compliance with local laws and upholds community tranquility.

The incident underscores ongoing efforts by regional governments to enforce stricter adherence to licencing and environmental regulations, especially in popular tourist destinations like Ubud.
