Hong Kong firm to build 150-MW wind power plant in Cambodia

Hong Kong-based HK OASIS Power Energy Development Co., Ltd. has received approval from Cambodia's government to build a 150-megawatt wind power plant in Mondulkiri province, the Council for the Development of Cambodia (CDC) said on January 17, according to a report by Khmer Times.

The approval was confirmed during a meeting between Chea Vuthy, Secretary General of the Cambodian Investment Board at the CDC, and Wang Junwei, a representative of HK OASIS Power Energy Development Co., Ltd., the CDC said in a statement. Vuthy said Cambodia's increasing industrial investment would drive demand for electricity, particularly clean energy. He urged the company to implement the project efficiently and collaborate with relevant ministries and institutions. “The company will work hard to complete the work with plans to complete the construction of the wind power station by 2026,” Junwei said.

Junwei added that the meeting aimed to understand the investment registration procedures at the CDC to ensure the project qualifies for incentives under applicable laws and regulations. Vuthy outlined the CDC’s streamlined investment registration procedures and expressed anticipation for the company’s formal application. The wind power project, expected to be connected to the national grid by 2026, marks a significant step in Cambodia’s energy policy, the Ministry of Mines and Energy said.

The project is expected to contribute to a more diversified, low-cost, and sustainable energy supply. Cambodia's Minister of Mines and Energy, Keo Rattanak, recently said the country's energy sector has grown rapidly. He noted that since 1979, when Cambodia had no electricity, the country has expanded its grid to cover 14,151 villages, reaching 99.88% of the population by the end of 2023. "Alongside these positive developments, particularly in the last 15 years, the government has been actively attracting investors to the energy sector," Rattanak said. "This effort aims to ensure Cambodia’s energy supply is increasingly clean, reliable, affordable, stable, and equitable."

The government is focusing on enhancing clean energy capacity by expanding investments in solar power and introducing wind power as a new source of energy in Mondulkiri, Rattanak added. He said the wind power project could be launched in 2026 and is expected to help reduce electricity costs while prioritising environmentally friendly solutions.
